 In the March 1997 issue of ROAPE we showed how Japan emerged in the first half of the decade as the major source of official development assistance (ODA) - as western lending agencies cut back on their 'aid' - with the increase exceeding the growth in its own national budget. The budget for fiscal year 1998, however, indicates a reduction of 10 per cent!
