| | Between March and September 1995, the Clinton administration notified Congress of the following transfers of Excess Defense Articles, manufacturing licenses for the production of American military equipment, and export licenses for the commercial sale of defence articles and services to Africa. The Pentagon may deliver Excess Defense Articles 30 days after notification. Excess Defense Articles are surplus items of military equipment - much of it from US forces previously stationed in Europe - that are now available for transfer to a variety of recipients, including foreign governments. |
