 In mid April 1994, the Moroccan government hosted the official signing of the Uruguay Round of negotiations of the GATT. For Morocco the occasion was a golden opportunity to try to improve its image in the west (strongly coloured by its human rights abuses, its illegal occupation of Western Sahara, and its implementation) by a judicious mixture of public relations exercise and pomp and circumstance. The international press, for most part, focused on the implications of the GATT agreements and failed to draw attention to the uglier activities of their host.
