Most of the material in this issue is concerned with one of two major, topical debates in Africa. By far the greatest volume of wordage in the 1990s is around the dramatic shifts, actual and protected, toward 'democratisation' - the first of our concerns. The second is with the dramatic increase in the role of the NGOs and whether the implications are 'progressive' or not.
