Large organisations, such as the FAO, UNIDO and World Bank, have for decades used image information from satellites such as Landsat for planning. However the logistics (and politics) of getting the data from the satellite owners, and the expense of the technical skills needed to make sense of it, has prohibited the use of such systems for local planners 'on the ground' . There are, however, many satellites which send continuous streams of free images back to earth in easily received forms: these are the weather satellites.
