| One problem which the new government could not resolve was that of violence, lawlessness and political insecurity. The fragile nature of the internal security derived from two related features of the political scene: the emergence of opposition groups pledged to oust the UPC (Uganda People's Congress) government by force of arms and the absence of an effective national army to suppress those groups and to provide the military underpinning for a stable administration. There is some discussion of the anti-Rwandan elements within the ruling UPC (Uganda People's Congress) and the thousands of refugee settlement where they were confronted by primitive living conditions and a continued harassment by security police. The Uganda Red Cross launched an enormous relief effort with other aid agencies like OXFAM and Save the Children to help the displaced. |
