 Providing a base for relief operations in the drought affected areas of northern Ethiopia, Sudan has been caught up in the relief operations. This briefing of the background, from the Italian invasion, to the rule of Haile Selassie up to the present ruler, Haile Mariam Mengistu. Redda looks at the current famine attempts to chart some of the political and social causes of this 'natural' disaster. The practical importance of understanding the roots of the famine has implications for relief operations. It suggests contributing to relief agencies operated by both the Eritreans and Tigreans operating beyond the control of the Ethiopian Dergue.
