 Zambia's stance on the liberation of southern African has seemed to vacillate in the last few years. In fact there have always been contradictory elements in her policy - shooting of refugees and liberation movements imposing sanctions on the one hand, but a readiness to parley with the white regimes, a commitment to 'peaceful' change on the other. These contradictions have deepened and Zambia has become more prone to compromise and to deliver movements up to the negotiating table as a result of the country's perilous economic crisis and, of more permanent importance, the emergence of a more powerful local bourgeoisie.
