Discusses the UNCTAD (United Nations Commission for Trade and Development), Rhodesia and the Tan-Zam railway (not whether it gives Zambia better access to world markets, but whether it encourages greater independence in East and Central Africa). It ends with a proposal to the OAU (Organisation of African Unity) for a draft convention which would guarantee transit and access rights for the land-locked states. Some of the excellent papers make clear the limitations of such a solution.
